The minimum extracurricular eligibility standards must be met for all positions on the Council. In addition, candidates for executive office must meet the grade point averages set forth in the Constitution.
Article I:Name
The Name of this organization shall be the Associated Students of Patten Academy High School.
- Official colors of the Associated Students shall be red and white.
- The mascot of the Associate Students shall be the Bulldog.
Article II: Membership
- All registrated students of Patten Academy High School shall be members of the Associated Students.
- Membership may be revoked or suspended within the outlines of the rules of academic eligibility and discipline as approved by the administrative structure.
Article III: Rights of Members
A member shall have the following rights:
- The right to vote in all elections of the Associated Students and in all the elections of classes and organizations within the Associated Students to which a member may belong.
- The right to hold any office for which he or she is eligible.
- The right to attend all functions of the Associated Students.
- The right to participate and to have a voice in school activities, organizations and sports for which he or she is qualified.
- The right to a voice at meetings of the Student Council with permission of said voice.
Article IV: Structure of Student Government
Section I: The Executive Council
A. The Executive Council Council shall consist of the President, Vice-President, Secretary, Treasurer, and the Student Affairs representative.
B. The executive powers and duties of the Executive Council shall be:
- To initiate legislation pertaining to the welfare of the student body;
- To ratify appointments made by the President;
- To interpret the Constitution of the Associated Students;
- To veto any legislation of the Student Council.
C. The Executive Council shall meet whenever deemed necessary by the President and/or the Dean of Student Activities.
Section II: The Student Council
A. The Student Council is composed of the officers of the Associated Students, the choir and orchestra presidents, and class representatives.
B. The duties and powers of the Student Council shall be as follows:
- To act as a legislative and deliberative body to attain those ideals set forth in the Constitution;
- To recommend for approval all activities reported by the Associated Students;
- To censure members of the Associated Students for acts contrary to the laws and Constitution of the said body;
- To recall Presidential appointments by a two-thirds majority;
- To call and supervise elections of the Associated Students;
- To enact by-laws for the Associated Students.
C. All Student Council meetings shall be conducted according to Robert's Rules of Order.
D. A Parliamentarian, appointed by the Student Body President, shall act as advisor in parliamentary procedures on the provisions of the Constitution and by-laws of the Associated Students. The Parliamentarian shall not have a vote within the Student Council.
Article V: Officers of the Associated Students
Section I: The elected officers of the Assocated Students shall be the President, Vice President, Secretary and Treasurer
Section 2: Duties and Powers of Officers:
- The President shall represent the Associated Students in all public matters and affairs concerned with inter-school and community relations. The President shall preside at all meetings of the Associated Students and of the Student Council. He or she shall have the power to call special meetings of the Student Council with the approval of the Dean of Student Activities. He or she may appoint the chairperson of Student Council committees not under the jurisdiction of the Constitution. The Student Council committees have as their ex-officio chairperson the Student Body President. He or she may ask for reports from any group of committee falling under the jurisdiction of the Student Council.
- The Vice President shall perform the duties and exercises the powers of the President whenever the President is unable to do so. As Vice President, he or she shall represent student body grievances and requests before the Student Council.
- The Treasurer shall receive for deposit all funds collected by student organizations and activities and make proper accounting for same. The Treasurer shall render an accounting at each Student Council meeting. The Treasurer shall be the disbursing officer for all student organizations and activities. All checks issued by the Associated Students shall bear the signatures of two of the following three: the Treasurer or the President and the Dean of Student Activities.
- The Secretary shall keep minutes of all meetings of the Associated Students, the Student Council and the Executive Council. He or she shall be the custodian of all books and records of the Associated Students. It shall be his or her duty to notify all persons and organizations of any action of the Student Council that may pertain to said persons and organizations. In addition, he or she shall carry on all correspondence on behalf of the Associated Students.
- The officers of the Associated Students shall at all times coordinate the planning and carrying out of the activities of the Associated Students with the Director of Student Affairs and the Patten Academy High School through the liaison officer, the Dean of Student Activities, so that the functions and activities of the Associated Students shall be in harmony with the policies of the administration of the school; and to facilitate the same, the President and the various chairpersons of committees shall advise the Dean of Student Activities of such meetings of the members, and of the business proposed to be transacted in order that the Dean or his/her delegate may have the opportunity to attend. The Officers of the Associated Students shall advise the administration on policy and community relations regarding student affairs.
Article VI: Standards of Eligibility, Nominations and Elections
Section I
- The President and Vice President shall be Juniors or Seniors during the term of their offices. The Treasurer and Secretary shall be a Sophomore, Junior or Senior during the term of his or her office.
- To be eligible for election to an office of the Associated Students, a member must have maintained a grade point average of at least 2.5 for the semester preceding the term of office. To continue as an elected officer of the Associated Students, an elected officer must maintain a semester grade point average of at least 2.5. In the event that an elected officer shall not maintain such an average, his/her office shall be declared vacant by the Student Council and a special election, for the purpose of filling said vacancy, shall be called by the Student Council. All candidates for the office of Associated Student Body President must maintain a 3.0 GPA. This is to ensure that their academic record is not adversely affected by the many leadership duties of the office.
- No student may hold more than one major presidency and/or editorship during the same term. (A major presidency is that of any class, class section or organization.) Student Body Officers may not hold another major presidency or editorship concurrently.
Section 2: Nominations and Elections
- An Eligibility Committee shall have the duty to pass on the eligibility of all candidates for election. This committee shall consist of a Chairperson appointed by the President, two active members of the Associated Students appointed by the President, and two Faculty members appointed by the Dean of Student Activities. Each candidate for an elected office of the Associated Students shall submit his or her name to the Election Committee for its consideration either in person or by a sponsor. The Eligibility Committee will set up bylaws and conditions governing the election other than those enumerated in this paragraph.
- The election of officers shall be held not later than four school weeks before the end of the school year, and not earlier than six weeks before the end of the school year. Those members of the Associated Students eligible to vote in regular Associated Student Body elections will be members of the Junior, Sophomore and Freshmen classes, and incoming Freshmen (current eighth grade students).
- A simple majority of the total votes cast for each office is required for election. In the event that there are three or more candidates running for an office and no candidate receives a simple majority of votes cast, a run-off election between the candidates receiving the two highest numbers of votes will be held. If a tie involves more than two candidates, elections will be held until there remain only two candidates for that office. A quorum of the Student Body will be those students who vote in any particular election.
Article VII: Impeachment Process
Section 1: Impeachment proceedings may be brought against any elected officer of the Student Body by submission to the Student Council of a petition containing a list of charges against said officer. This petition must be signed by one-third of the members of the Student Body.
Section 2: Upon receipt of such petition, the Student Council shall meet within one week to consider and pass judgment upon the charges. Impeachment shall be by three-fourths vote of the Student Council members present at this meeting. This vote shall be taken by secret ballot.
Article VIII: Amendment Procedures
Section 1: A proposed amendment to the Constitution shall be submitted in writing to the Student Council at a regular meeting. It shall be read at said meeting and filed with the Secretary for consideration at the next regular meeting.
If a proposed admendment is approved by a two-thirds vote of the Student Council, it shall be submitted to the Associated Students at a special meeting called for that purpose. Amendments to the Constitution shall be adopted by a two-thirds vote of the members present at said meeting.
